Sheriff's Office locates prisoner three hours after he ran
According to Sheriff Mike Couvillon, prisoner Carl Robert Striggow, who ran off the garden work site at the Vermilion Parish Jail at 9:30 a.m., was apprehended at approximately 12:30, with the use of K9 teams.
The offender was apprehended without incident and returned to custody at the Vermilion Parish Jail.
Sheriff Couvillon commends his department’s quick response effort to the escape, setting up a perimeter to contain the offender which allowed for the K9 teams to do their work.
The Sheriff also wanted to thank the following agencies that responded to assist in the apprehension to include:
USK9 INC., Kaplan Police, Abbeville Police, Lafayette City Marshall K9, Lafayette Sheriff Office K9, Angola K9, Maurice Police, Erath Police, Louisiana State Police, T and M Aviation, and the U.S. Marshals Service.
“When law enforcement comes together for public safety, the results speaks volumes. I am very proud of all my employees and these agencies,” Sheriff Couvillon said.
The Sheriff says that the offender will face additional charges to include simple escape and that the investigation is ongoing with possible other charges. The Sheriff also said that this offender has forfeited his eligibility of ever working in any other programs.
Colonel Kirk J Frith, Warden of the parish jail commented on the escape saying “ any time a jail or prison facility engages in offender work programs outside the secured perimeter of the facility, we run the risk of escapes. Fortunately our discovery and response was timely, allowing for a quick apprehension.”
The Colonel said, t"he incident will be fully reviewed with possible adjustments, if any, procedures failed. We thank the public for their patience, understanding and cooperation."
Striggow, who is from Michigan, had been in the parish since September. His bond was $50,000.
He was working in the garden, along side of the jail, when he dropped what he was doing and took off running. Before he ran into a wooded 300 acre area, he had taken off his orange prison shirt and dropped his working gloves.
The was the second prison escape in two years, but it was the first time in years that a prisoner took off running while working in the garden. The escapee two years ago climbed over a fence in the jail compound. The fence has since been changed and more security measures were taken to make sure no other prisoner jumps the fence.
