Kaplan councilman lives in Texas but that is not stopping him from doing his council job

Herb Gaspard lives 220 miles away from Kaplan but that is not stopping him from serving as councilman-at-large in Kaplan.
A couple of months ago Gaspard was transferred to Katy, Texas because of his job. Gaspard still owns a house in Kaplan, and he could have given up his seat when he moved to Katy. But he did not. He decided to remain as the councilman at large. He has yet to make it to a meeting since moving and only has three more meetings to try to make until his term runs out at the end of June.
Kaplan City Attorney Woody Woodruff said Gaspard still owns a home in Kaplan.
Gaspard said, although, he does not live in Kaplan, he is still handling his business as a councilman at large. He said over the weekend he received a phone call from a female resident about an issue. He made some phone calls to fix the problem.
“I am still doing my council work,” said Gaspard.
This past weekend there was a Kaplan election and voters had to select a new councilman at large because Gaspard’s term will run out at the end of June.
The voters elected Dirk Gary in a close election. Gary beat Ronald Schexnaider by only 24 votes.
Gaspard is friends with Gary and he expects Gary will be a great councilman for Kaplan.
“He will do a fantastic job,” Gaspard said. “He is a good-level headed guy and is qualified to do the job.”
There was the question about Gaspard stepping down now that Gary has been elected. Gaspard said he has no plans to step down.
“The voters elected me to serve four years and that is what I plan on doing,” he said.
