Abbeville Police arrest man, charge him with home improvement fraud

Abbeville Police arrested Scott Allen Trahan of Kaplan last Friday and charged him with home improvement fraud after an Abbeville woman alleged he did not complete work on her home that began more than two years ago.
Trahan owns Trahan Builders, located in Kaplan, according to an arrest report. Police arrested Trahan on Feb. 14 after obtaining a search warrant the day before when the complainant filed charges. Trahan bonded out on a $30,000 bail.
“We received a complaint from the lady that in June 2011 she hired Scott (Allen) Trahan to perform some repairs on her house,” Abbeville Police Department Det. Leland Laseter said. “He gave her a quote and she began paying him.”
The complainant reportedly made payments in June and July of ‘11 and a third and final payment in October of that year. Those three payments totaled $8,200. Officers observed last week work that began on the house during ‘11.
“He completed half the work and the work completed still has issues,” Laseter said. “She had a leak in the roof that was supposed to be repaired. He changed the whole roof and it leaked again. There are other repairs around the house that are not completed. According to the law, you have 45 days to complete the work once payment is received.
“No work has been completed.”
