Subdivision in the North Vermilion area wants speed bumps

At least once a year the subject of “speed bumps” is brought up by a police juror, who receives a request to have some installed in a neighborhood.
Residents in one neighborhood the North Vermilion area approached police juror Allen LeMaire about finding ways to slowdown traffic in their neighborhood. The neighbor thought he or she had the perfect solution, “install speed bumps” which would slow down traffic.
LeMaire did his civic duty and brought up speed bumps at a recent police jury meeting. He asked police jury attorney Paul Moresi III about speed bumps in a subdivision.
“There is a really strong request from residents inside a subdivision, who would like to put their own speed bumps,” LeMaire explained.
LeMaire explained that when there are police patrolling, no one speeds. But as soon as the police drive off, speeding returns.
“They want to slow down traffic because the signs are not working,” LeMaire said. “There are children in the area. They would like to install speed bumps.”
Moresi explained to LeMaire, who has been on the jury for 3 1/2 years, that the police jury frowns on putting speed bumps on parish roads because of liability. The police jury fears that if an accident occurs because a speeding car hits a speed bump, the police jury could be liable.
LeMaire questioned Moresi if it was possible for a neighborhood association to create a contract releasing the police jury of any liability if the association installs the speed bumps.
Before any speed bump is placed on a parish road, the police jury has to get its parish engineer to approve the placement of it.
Gene Sellers, the engineer, informed the jury he does not want to design any kind of speed bump for parish roads.
Moresi informed LeMaire he will look into it and report back.
Police Juror Paul Bourgeois said he remembers hearing that 25 years ago of the police jury researching installing speed bumps and it was voted down.
Police Juror Ron Darby informed LeMaire that in Lafayette Parish, they are removing speed bumps because of damages being done on vehicles.
One place that does have speed bumps is A.A Comeaux Park in Abbeville. There are speed bumps on the road that goes around the baseball fields.
