Vermilion Parish resident wants to know who picks up garbage when neighbor refuses?
Jackie Hebert had a unique question for the Vermilion Parish Police Jury on Wednesday.
“Who is responsible for picking up loose garbage that flies out of a trash can along side of the road?”
Is the answer:
A. The owner of the trash can
B: The landowner where the garbage flew on to
C: The Police Jury
D. Anyone who wants to pick it up
E. None of the above.
Hebert and three other residents live on Sonny Hebert Road, located north of Abbeville. The road is a private road.
Earlier this week, a storm blew through Vermilion Parish and with it, strong winds. The winds knocked down many garbage cans. Some garbage flew out of the cans after they hit the ground.
Hebert said one of her neighbors has yet to pick up their garbage caused by their fallen trash can. There was everything from diapers to beer cans in the ditch and in yards.
She said her husband has picked up garbage in the ditch that has blown out of their neighbor’s garbage can.
Hebert called her police juror, Dane Hebert, and asked him what could she do about the garbage problem?
Dane recommended she go knock on her neighbor’s door and ask if they would put the garbage back into the trash can. She did that and told the jurors that the female resident was not too happy with her request. The male neighbor took it a step further and called Hebert’s husband and told him not to step foot on their property again. They are going to put “no trespassing” signs on their property.
“If people don’t pick up their trash, will the Police Jury do it?” Hebert asked.
Dane requested Police Jury Attorney Paul Moresi III get involved and try to find a solution. Moresi said it was the landowner or occupant who is responsible for keeping his or her property clean.
Moresi recommends if anyone has a problem with their neighbor not picking up their garbage to file a complaint with the Vermilion Parish Sheriff’s Office.
Hebert said, in the meantime, who is responsible for picking up the garbage when the wind blows it all over the road and ditches?
Dane said how does the Police Jury enforce it?
Police Juror Errol Domingues said, “Out of courtesy” the resident should pick up his garbage.
“If this were the first time, I would not be here,” said Hebert. “This seems to happen regular.”
